Minor Car Accident 2

Once again, why do so many people have trouble making turns? I see this every day, granted, I don't see accidents as results, but every day I see people make a turn and swing wide into the adjacent lane. It is illegal and if I were a cop, I would write tickets for it.

This happened right by University of Cincinnati Hospital. There was some event going on at the college so there were extra police posted about, fortunately, an officer witnessed the accident as the driver and passenger of the other car attempted claim I was at fault.
